随着高校招生规模的扩大以及学生对知识的渴求，图书馆尤其是高校图书馆的座位数量已经不能满足学生日常的需求，特别是临近考试期间，霸占座位、抢坐、更有甚者为此大打出手，此类问题经常发生。这不仅破坏了阅览室的良好阅读环境，还可能导致一些不必要的公共损害等问题的发生。如果通过增加阅览室的座位数以满足用户的需求，不仅需要增设座位，而且可能需要更大的阅览室空间，不仅造成费用的增加，也给管理带来更大的压力。因此一套能够实现座位合理分配并能科学管理的管理系统势在必行。在这样的背景下“座位预约管理系统”应运而生。
